PRESS RELEASE

The Public Information and Press Relations Bureau within the Prosecutor’s Office attached to the High Court of Cassation and Justice is authorized to bring to public knowledge the following:

The prosecutors within the Section of Criminal Investigation and Criminalistics ordered, by their resolution of 25.09.2012, the beginning of the prosecution against the defendant STAICU IONUŢ-LUCIAN (judicial police agent working for the Police station of the community of Baloteşti, quality that he held in 2010) for having committed the offenses of misuse of office against personal interests, in a continuous form and abetment in crime, in a continuous form as well.

The object of this case, that is the offenses of breaking and entering, repeatedly brought to the attention of authorities and perpetrated against the injured party P.S., offenses for which the defendant did not open an ex-officio investigation, is linked to the case file generally known as “the case of the murdered Japonese student”, built by the prosecutors working for the Section of Criminal Investigation and Criminalistics within the Prosecutor’s Office attached to the High Court of Cassation and Justice.

The pieces of evidence existent in the case up to this moment of the criminal investigation revealed the following factual situation:

As a judicial police agent, the defendant STAICU IONUŢ-LUCIAN, having been repeatedly notified, during the months of June-July 2010, including through the 112 emergency service, as to the perpetration of offenses of breaking and entering against the injured party P.S. (a person aged 75, immobilized in bed, who lived alone), committed during the night, offenses for which the criminal action is set in motion ex-officio, has faultily fulfilled his job responsibilities, as he did not fulfill his legal obligation to start an ex-officio investigation. Under these circumstances, the defendant STAICU IONUŢ-LUCIAN hindered the authorities from holding the offender criminally liable.

Investigations are underway for clearing all the factual circumstances and establishing the criminal liability.
